新学期

11月も半ば。ブルンジで新学期が始まって2ヶ月になる。
授業料は2005年に廃止され、その後制服着用も義務付けられなくなったが、ノートや鉛筆の購入が家庭の大きな負担となっている。たかがノートと鉛筆なのだが、紙の生産も文房具用品の生産もしていないブルンジは、ケニア、ウガンダ、タンザニアからの輸入に頼るしかなく、石油価格の高騰で運送費が上がり、輸入ノートの値段は一年前と比べて2倍に跳ね上がった。現金収入の殆どない多くの家庭で、5人、7人の子どもに一冊100円近くするノートを買うことは難しい。

UNICEFはBack-to-School (学校へ行こう!)キャンペーンで、17県のうち教育基盤がより脆弱な3県において、全小学生に文房具配布を行った。そして教育省は14県において、ウガンダ政府より寄付されたノートの配布を行った。子どもたちがこれらのノートを使い終わったら、各家庭が購入せねばならない。いつになったら、ブルンジの多くの家庭が、借金をせずに子どもを学校に送ることができるのだろう。

Back-to-School

It’s been two months since the new school year started in Burundi.
Even though the school fee was abolished in 2005 and the uniforms are no longer mandatory, many Burundian families face difficulties in buying basic learning materials for their children. Why? They are simply not affordable. For instance, Burundi relies solely on imported notebooks from Uganda, Kenya and Tanzania. The price of imported notebooks has doubled since one year ago due to the rise in oil cost that pushed the transport cost up. How can families with very little income buy several notebooks that cost almost a dollar each to their numerous children?

As part of the Back-to-School campaign to promote enrollment and retention in school, UNICEF distributed learning materials to all primary school pupils in 3 out of 17 provinces where key education indicators are inferior. The Ministry of Education distributed notebooks donated by the government of Uganda in other 14 provinces. Once children finish using these notebooks, their families would have to buy additional notebooks. When would the majority of Burundian families be able to send their children to school without making debts?

Nap on sand



In the center of the town, a boy was sleeping by the construction site. Did he not have other options than on this soft sand?


街の中心の建設現場の砂の上で、男の子が昼寝をしていた。ここより他に寝心地良い場所の選択肢がなかったのだろうか。

Lake Tanganyika



Lake Tanganyika. Nothing is more relaxing than walking along this lake, that looks like and smells like an ocean. What a luxury to have in this landlocked country...


タンガニカ湖。ブルンジは内陸国だが、この海のような湖があるぶん、随分潤っていると思う。湖なのに波があり、潮のにおいもして、散歩するととても気持ちよい。

Steet light

There is no street light in Bujumbura.... Actually, there are some old street lights, but they are never lit. One day, would the lights be lit in Bujumbura...? Would people be able to walk at night without being scared by the vehicles that seem to not pay enough attention to pedestrians?

街灯

運転し始めて気づいたのは、ブジュンブラには街灯がない・・・正確には、古びた街灯はあっても、ついていたためしがない、ということだ。家やお店の防犯用ライトでなんとか道が真っ暗闇から免れているという感じ。いつの日か、この街に街灯がつくのだろうか。そして、スピードを落とさない車に心配することなく、暗くなってからでも歩ける日がくるのだろうか。

Why are children carrying big stones?

In Johannesburg, I had a chance to meet up with a Cameroonian civil engineer who used to work in the office where I work now. I asked him what the most memorable scenery he saw in Burundi was.

“I saw kids walking towards school with a big stone in hand, and wondered why they were carrying stones. Then after, I saw the “classroom” under the tree, and the kids were sitting on these stones. “

This was in 2005, when the primary school fee was abolished and there was a sudden expansion of enrollment rate. Just picturing this scenery made my eyes hot.


研修で行ったヨハネスブルグで、以前ブルンジ事務所で働いていたカメルーン人に会う機会があった。先月の暴動で国内避難民となった在南アフリカの移民労働者たちの一時的な居住施設を建設するのに、マラウィ事務所から助っ人として来たのだそう。その彼に、ブルンジ滞在中に遭遇した教育の現場で、最も印象深かった光景は何かと聞いた。

「出張で行った地方で、子どもたちが大きな石を持って歩いていたんだ。どうして石を担ぎながら学校に向かっているのかと思っていた。学校に着くと、木の下で、子どもたちが石に座って授業を受けていた。」

2005年のことだったらしい。授業料が廃止され、小学校が無償化したため就学率が一気に上がった年だ。子どもが石を担いで学校へ向かう姿を想像すると同時に、目じりが熱くなった。


En Johannesburg, tenía la oportunidad de encontrar a un ingeniero de Cameroon que trabajaba en la oficina de Burundi (donde trabajo ahora). El vinó de Malawi para ayudar en el construcción del campamientos de los trabajadores immigrantes que son ahora “desplazados internos” a causa del conflicto reciente de Johannesburg. Le pregunté que fue lo más memorable entres los scinarios que él vió durante su tiempo aquí.

“En el campo, ví los niños caminando para llegar a la escuela con las piedras con sus manos. Pregunté porque ellos tenian que cargar las piedras. Cuando llegué a la escuela, ví los niños sentada bajo del árbol, sentados en las piedra.

Fue en el año 2005, cuando la matrícula de la educación primaria fue eliminada, e inscripción aumentó drásticamente.

Imaginando esta escena me hizó sentir mis ojos calientes.

The girl and classroom

As we took the visitors to a primary school in Bujumbura, people living around the school came to see “muzungu” (White people). Among them was the girl carrying her little brother, looking into the classroom where the school children of her age were sitting. I wondered what was in her thought.

ブジュンブラ市内の小学校に訪問者を案内したとき。集まってきた学校周辺の住民の中には、小さな弟をおんぶする女の子がいた。教室の中を覗き込み、自分と同い年くらいの小学生を見つめ、何を思っていたのだろう。

Cuando fuimos a visitar a una escuela primaria en Bujumbura con las visitas, la gente que viven cerca de la escuela vinieron para ver “muzungu” (los blancos). Entre ellos fue una muchachita con su hermanito, mirando dentro de la clase, donde estudiaban los estudiantes de la edad de ella misma. Pregunté como sentía y que pensaba ella.

空の色と・・・

太陽の光に染まって白金色だった空が、序々にブルーで覆われていく。
緑色だった高い木々が、黒い影となって、ブルーの背景にくっきりシルエットを描き、風で葉が揺れているのまで見える。そのうちだんだん空のブルーが濃くなって、木々のシルエットとブレンドしていく。

夕暮れ時のこういう光景、この色は、そういえばあちこちで見てきたなあと、今日ふと思った。中でもよく覚えているのは、大学院の古い図書館の窓際の机から見えたこの時間のこの空の色。約8年前になるけど、あのときなかなか進まなかった宿題の読み物や、なんでこんなに読み物ばかりしないといけないんだろうという疑問や、机上の空論に終わってしまわないかという不安や、あー今日も日が暮れた・・・明日の授業までにどこまで読み進められるんだろう(夜は長い!)、等々地球の反対側で頭の中をめぐっていたことが、次々と思い出される。 同時に、あのころ強く願っていた途上国の教育の現場に今こうして身を置いていることに、とてもありがたく感じられた。
